Interim governance arrangements for pathfinder CCGs

Within Developing clinical commissioning groups: Towards authorisation, you will have seen that planning is underway to develop national guidance to help pathfinder clinical commissioning groups (CCGs) become established. This includes governance guidance for CCGs of which a model constitution is part.

As a precursor to a model constitution for CCGs, NHS North of England has been working with local pathfinders to co-produce the attached Interim Governance Arrangements for Pathfinder CCGs.

It is a document to support the delegation of commissioning decisions and the move towards having a constitution for CCGs. The interim arrangements operate under current legislation to form a Pathfinder Committee as a committee or sub-committee of a PCT. It is being  shared here in line with the NHS’s commitment to share good practice.

The interim arrangements can help with, but should not delay delegation and can form part of the journey towards establishment. It should be helpful to pathfinder CCGs in avoiding repetition of effort throughout the country in relation to what is an interim phase. It is being shared it in the hope that it helps – should you choose to adopt, edit and develop it locally to meet your own needs.
