Public Health England is due to take on its full responsibilities in April 2013 and will be an executive agency of the Department of Health, subject to Parliamentary approval.
Following publication of Healthy lives, healthy people in July 2011 a series of public health system reform updates will be published this autumn to complete the operational design of the public health system. These will include:
- public health outcomes framework
- Public Health England operating model
- public health in local government and the director of public health
- public health funding
- public health workforce strategy consultation
Other milestones include:

- Public health HR concordat published
By end 2011
- PHE People Transition Policy expected
- shadow allocations for 2012-13 provided to local authorities
April 2012
- PHE chief executive designate starts
April 2013
- PHE created
- local authorities take on their new public health responsibilities
